What ˭ means
The consonant is pronounced without a following burst of breath. Aspiration is the brief, h-like puff that can follow the release of a consonant. ˭ explicitly marks its absence. It does not mean the consonant is silent or that you should hold it back without releasing it.
The mark supplies fine detail in descriptions of speech. It also appears in the extensions to the International Phonetic Alphabet used to transcribe disordered speech; seeing ˭ alone does not mean the pronunciation is a disorder.

Questions people ask
1Does a consonant without ˭ have to be aspirated?
No. Transcriptions often leave predictable pronunciation details unmarked. The absence of ˭ does not by itself tell you whether a consonant is aspirated.
