What ˶ means
In Word, type 02F6, then press AltX.
On macOS, enable Unicode Hex Input, hold Option, and enter 02F6. In Linux GTK apps, press CtrlShiftU, type 02f6, then press Space or Enter. This UPA rising-tone mark has no dedicated key.
If it looks different, try another font: a font controls the drawing, not which character you entered.
What does ˶ mark in a phonetic transcription?
It marks rising tone in the Uralic Phonetic Alphabet.
The Uralic Phonetic Alphabet (UPA) is a system linguists use to record fine sound distinctions in Uralic, Turkic, and Mongolic languages. In UPA, ˶ follows the vowel whose pitch rises.
Before the 1989 Kiel Convention, IPA material placed ˶ before a word or syllable for emphatic rising intonation. A UPA sample appears in a 1901 work by Setälä, showing the system in print by then; it does not date this exact mark.
Is ˶ the same as the double acute?
No. ˶ occupies its own character position.
The combining double acute attaches to a base letter; the ordinary spacing double acute has a different shape. ˶ is the middle-height phonetic mark.
Specialist phonetic notation: precise in transcription, opaque as a standalone casual message.
Alone, ˶ is not a reliable sign of excitement or a question.

Questions people ask
1Why does ˶ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
