What ᵌ means
It is a superscript phonetic letter. In Uralic transcription, the system's key determines its reading; it has no universal sound.
The Uralic Phonetic Alphabet (UPA) records sounds in Uralic languages such as Finnish and Hungarian. The first issue of the journal Finnisch-Ugrische Forschungen, devoted to Finno-Ugric studies, opened in 1901 with a proposal for a system to write speech sounds. In the International Phonetic Alphabet (IPA), a system for transcribing speech sounds, related ɜ marked a half-open central vowel in 1921, then a lowered schwa (a reduced, neutral vowel) in 1932.
