What 𝆪 means
Start at the frog and draw the bow toward the tip.
The frog is the bow's hand-held end; the tip is its far end. The sign sets stroke direction, not pitch or volume. In plucked-string parts, it can instead direct a downward pick stroke.
Published in 1698, Georg Muffat's preface to Florilegium Secundum, a collection of orchestral suites, describes French dance bowing: the first note of each measure starts down-bow, and a player may retake the bow to repeat it. In minuets, this pattern helps mark the dance's two-measure phrase. In viol playing, the bow is held underhand; a pattern that seems reversed to an overhand violinist can be normal for that technique.
Why does the down-bow mark float alone?
It is made to attach to a note or another musical sign.
𝆪 is a combining mark: a special sign that attaches to a musical character instead of taking its own space. If there is no suitable character to attach to, or the font or layout engine lacks musical support, it may drift away or disappear. Notation software can position it as part of a score.
A precise score instruction for string technique; the mark belongs with the note it directs.
Alone, it can render as a stray mark or disappear.

1Why does 𝆪 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
