What ꩯ means

It is a consonant letter in Khamti, a Tai language.

The Lik Tai script family was adapted to write spoken Tai languages. Researchers place its development in the Moeng Maw region between the twelfth and fourteenth centuries. The earliest dated reference is from 1396; the earliest dated example is a scroll from China's Ming dynasty, dated 1407. Most surviving copies of Tai Khamti manuscripts in Assam are from the late eighteenth or early nineteenth century.

The Lik Tai family includes Shan, Ahom, Aiton, and Phake. Its likely model was a Burmese writing system used at Pagan in the early twelfth century. Earlier Khamti orthography left tones—the pitch patterns that distinguish words—unmarked and allowed wide spelling variation. An Indian revision in the 1990s had limited uptake, while Myanmar adopted a newer orthography. Khamti writing appears in legal, religious, and cultural texts, as well as primers, readers, dictionaries, and other literacy material.

Why does Khamti Fa look dotted in some fonts?

The dot can be a style of the same letter.

The Padauk font supports a dotted rendering of ꩯ when an invisible Variation Selector-1 follows it. The dot is stylistic, so it does not make a different letter. Without a font that supports the character or its dotted form, the display may fall back to another glyph or show a missing-glyph box.

How do I type Khamti Fa?

Use a keyboard layout that supports Khamti.

The SIL Khamti 1.1.1 keyboard for Keyman uses a Shan phonetic layout and includes an on-screen keyboard. ꩯ is a consonant in a syllable; Khamti syllables combine consonants with vowel and tone marks as needed, so this letter alone is not a complete word.

Why does ꩯ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
