What means
It writes the number three in Pa’O text. Pa’O is a Karen language, and this is its language-specific digit 3. Pa’O writing can also use standard Myanmar digits such as ၃ or Western Arabic digits such as 3. All three forms mean the same number; the written numeral shows which digit set is being used.
Where does the Pa’O three come from?
It belongs to Pa’O’s Myanmar-based writing tradition. Pa’O is written in a script based on Myanmar letter forms. A British Library catalogue lists a Pa’O history of Thaton in Myanmar script, dated 1955.
An encoding proposal submitted in 2022 reproduces Pa’O signs and primers dated 2019. Those examples use the digit set for numbers and dates, including Pa’O National Day.
Why is showing as a box?
The font may not contain this glyph. An app can receive correctly while the selected font cannot draw it. Choose a font with Pa’O numeral support; another font may give the character a different shape without changing its value.
In Pa’O writing, it is a plain numeral with the value three.

1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
