What 𑐩 means
It is the plain m sound, read ma.
Newa is an abugida, a writing system where each consonant carries a built-in a vowel. Add a vowel mark to change that vowel, or a virama mark to join ma to another consonant.
Why does this old letter look new again?
The Newa script grew from Brahmi-derived writing in the tenth century; a 908 CE Laṅkāvatāra Sūtra manuscript is its earliest recorded use. It wrote religious books, coins and official text in Nepal and Sikkim.
Related Nepalese scripts include Ranjana and Bhujimol. Use fell after 1769, a 1905 ban pushed Devanagari, lifted in 1951. Revival groups now teach it and put it on signs as a mark of Newar culture.

1Why does 𑐩 show as a box on some devices?
Not every system ships a font for the Newa block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
