What 𑐚 means
It marks a t made with the tongue tip curled back.
That tongue position is called retroflex. Newa is an abugida: each consonant carries an unwritten vowel until a virama mark removes it in a consonant cluster.
The earliest recorded Newa-script example is a manuscript of the Laṅkāvatāra Sūtra, a Mahayana Buddhist scripture. Later uses include inscriptions, coins, manuscripts, and books. Newa developed from Brahmi through northern Gupta and Kutila scripts, older Indian writing styles. Ranjana and Bhujimol are later forms linked to the pācumola letter tradition; Ranjana also appears in Mahayana texts. Use declined after Newar dynasties fell in 1769. Nepal banned Newa script and the Newar language in 1905; the ban was lifted in 1951. A box glyph means the font lacks Newa support.

1Questions people ask
1Why does 𑐚 show as a box on some devices?
Not every system ships a font for the Newa block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
