What ≉ means
It rejects the stated almost-equal relationship.
In a ≉ b, the values fail the approximation criterion in use; the symbol itself does not give a numerical tolerance. The slash in ≉ negates the almost-equal relation represented by ≈.
Formal mathematical notation; use it when the relevant notion of “almost equal” is already defined.
For values that are merely unequal, use ≠; ≉ also says the chosen approximation fails.
