What 𛆇 means
It marks a syllable in the local dialect. Unicode lists liang35 as its common reading; 35 marks tone. Words that sound alike can share one sign, so context supplies the word.
Who used Nüshu, and why?
Women in Jiangyong County, Hunan, wrote local speech in it.
Nüshu grew where Han Chinese culture and Yao traditions meet; Yao are a local ethnic group. Women with little access to formal literacy adapted Chinese character forms for songs, life stories, letters between sworn sisters (close friends pledged as kin), and “third-day letters”: cloth-bound poem books given to brides three days after marriage.
A coin from China's Taiping Heavenly Kingdom, a rebel state (1851–1864), is the earliest known Nüshu artifact; the first documentary record dates to 1933. China recognized it as national intangible cultural heritage in 2006, a designation for protecting living traditions.

1Why does 𛆇 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
