What ⑉ means
It divides fields in a machine-read check line. MICR means magnetic ink character recognition, the system used to read specially printed bank details. In the E-13B character set, ⑉ separates routing or account-number subfields.
Unicode's notes connect the E-13B MICR set to ISO 1004:1995. ISO 1073-1:1976 covers OCR-A, a different machine-readable character set; these are standards dates, not the mark's origin date.
Technical notation for check processing, not ordinary written punctuation.
