What ଢ଼ means
It writes a breathy tongue tap inside Odia words.
In phonetic terms, this is an aspirated retroflex flap: “aspirated” means breath follows the consonant, “retroflex” means the tongue curls back, and “flap” means one brief tap.
Plain ଢ is the aspirated retroflex stop: the airflow closes briefly instead of making a tap. The nukta is the small dot that marks the flap spelling.
Where did ଢ଼ come from?
It belongs to a long Odia writing tradition.
The Odia script developed from Siddhaṃ and appears in inscriptions, copper plates, and palm-leaf manuscripts. The earliest known inscription dates the written tradition, not the first appearance of this individual dotted letter.
During the 2012 debate over the English spellings Odisha and Odia, Roman r and d spellings blurred a local flap-versus-stop distinction. An Odia reader can use the nukta as a sound cue that a Roman spelling may hide; when writing a name in Latin letters, explain the sound instead of relying on r or d alone.
