What 𞴄 means
It is the Ottoman siyaq numeral for four. Siyaq signs compress Arabic number names into cursive forms. The system groups values by tens: signs for ones, tens and hundreds combine by addition, without a separate zero sign.
Scholars place its likely beginnings in early Islamic government accounting. Ottoman officials used this regional form in fiscal registers and account books. Siyaq also served Safavid and Mughal administrations and governments in Central Asia. In Turkey, siyaq use ended in 1928 as written Turkish shifted from an Arabic-based script to the Latin alphabet.
