What 𞴃 means
It represents three in Ottoman siyaq.
Ottoman siyakat, also called divan numerals, shortened Arabic number names into stylized figures. This glyph gives one value, not a whole account total.
Why did Ottoman clerks use siyaq?
It made entries compact and figures hard for outsiders to read.
Clerks used it for tax and treasury accounts. The wider Persian-influenced system appears in revenue accounts dated 918–19, preserved in a later manuscript, and on a surviving Persian tax receipt dated 1169. Ottoman siyakat reached Anatolia through Persianate scribal practice, especially the earlier Ilkhanid state tradition, and appears in official fiscal records by the 15th century, continuing into the 19th century.

1Which way do Ottoman siyaq numbers run?
Right to left, with larger values generally first. In numbers combining tens and units, the unit form comes before the tens form; Arabic-Indic digit strings run left to right.
