What ㈣ means
It marks the fourth entry. In plain text, the expanded form is (四): the character 四 surrounded by parentheses.
The parenthesized ideographs ㈠ through ㈩ were designed as numbered bullets. Their forms grew from typewriter conventions that imitated circled bullets. Rich-text lists handle much of this job; the characters remain encoded for compatibility with older East Asian character sets and plain-text contexts.
