What ꡊ means
It can represent the syllable da.
The Tibetan monk Phags-pa Lama devised the script at Khubilai Khan’s request. In 1269, the Mongol empire proclaimed it a national script for Mongolian, Chinese, Tibetan, Uyghur, and Sanskrit.
Phags-pa letters joined into syllables along a vertical stroke, following Mongolian writing. After the Yuan dynasty fell in 1368, the script stopped being used for Chinese and Mongolian. In Tibet, a decorative style called hor-yig developed by the late 16th century for seals, book covers, and buildings.
