What ᛛ means
It is a marked variant of the l-rune.
A stung rune is written with a dot. Here, the mark distinguishes a sound value in the spelling; the particular value depends on the inscription or manuscript.
The broader runic tradition was practical as well as ceremonial: runes appear in messages, records, memorials, objects, and manuscripts. Scandinavian runic writing continued into the Middle Ages. The Danish medieval sequence is conventionally dated 1050–1400. The Codex Runicus, a runic parchment manuscript, dates to around 1300—later than Viking-age writing. These dates do not establish when this exact character first appeared.
