What ᛎ means
It spells the z sound in the medieval rune row.
Runic writing is attested in Scandinavia from the first century CE. Runes were carved on objects and monuments, then written in manuscripts too. The 24-rune Elder Futhark developed into the 16-rune Younger Futhark of the Viking Age.
The medieval row gained added signs under Latin-alphabet influence in the late 11th century and throughout the 12th century. ᛎ gave z its own sign.

Questions people ask
1Why does ᛎ show as a box on some devices?
Not every system ships a font for the Runic block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
