What ꣒ means
It is the numeral two in the Saurashtra writing system.
Saurashtra is a language written in this script and also in Tamil, Telugu, and Devanagari scripts. Readers familiar with another of those written forms will see different numerals: ꣒ belongs to Saurashtra script. That script belongs to the wider Brahmic tradition of South Asian writing.
The earliest published example of Saurashtra writing is an 1880 book in one script form; publications from 1890–1908 show another. Unicode's proposal describes the modern script as developing in the late 1800s. These dates track script forms, not the first use of this individual digit.
Why does it show as a box?
A blank box usually means the font cannot draw this character.
Font coverage varies, and the numeral can look different across Saurashtra fonts. If it appears as a blank square, try a font that supports Saurashtra; the number remains two.
How do I type it in Word or JavaScript?
In Word, type A8D2 and press AltX.
In a JavaScript string, write \uA8D2 or \u{A8D2}; the displayed result still needs a font with Saurashtra coverage.
A script-specific numeral with a plain numeric reading.

1Questions people ask
1Why does ꣒ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
