What 𝨞 means
It marks raised or held-up eyelashes within a written sign.
SignWriting records what the face, head, and eyes do alongside the hands in a signed utterance. 𝨞 adds a detail about the lashes; neighboring eye, face, and movement marks shape how that detail reads. A movement mark beneath it can make fluttering the focus.
SignWriting evolved from DanceWriting, a system for recording dance movement, during 1966–1974. It was adapted in Copenhagen for signed-language research, with the aim of recording body movement, including facial expression, without tying the notation to one signed language. Deaf writers and educators later adapted its styles and viewpoints for everyday writing. Its eye, eyelash, eyebrow, and gaze marks are related parts of one notation.
Why doesn't one character show a whole sign?
It supplies one mark, not a complete two-dimensional layout. 𝨞 carries its eyelash detail alone. A full SignWriting sign arranges hand, face, and movement marks in two dimensions; a SignWriting-aware editor must place them together to show the whole sign.
This is a specialist notation mark used within SignWriting.
On its own, it is not a complete “batting eyelashes” message.
