What 𝡶 means
It tells you the handshape used in a sign. SignWriting records visible features of signing: how the hands are shaped and directed, where they move, and facial and body expressions. The circle in 𝡶 represents a rounded hand configuration; it does not mean that the hand moves in a circle.
The symbols are arranged in space to show how the parts of a sign fit together. To understand a written sign containing 𝡶, read the handshape with that arrangement and the other symbols. SignWriting can write different sign languages; it is not itself a universal sign language.

Questions people ask
2Is 𝡶 an emoji?
No. It is a writing character for SignWriting. Its circular appearance does not give it an emoji reaction meaning.
Why do I see a box instead of the symbol?
Your font may not support SignWriting. A font that includes these characters is needed to display the handshape; arranging a full sign also requires suitable software.
