What 𑇧 means
It marked seven in the historic Sinhala Illakkam system.
Rock inscriptions at Dakkina Vihara, a Buddhist monastery, include an early Sinhala sign for seven resembling Brahmi numerals from ancient India. That resemblance points to a historical connection, not proof that this character's form stayed unchanged.
Sinhala Illakkam appeared in royal-court and other records, including the Sinhala text of the Kandyan Convention, a treaty signed in 1815. It had no zero or decimal place values; ten, twenty and other larger values had their own signs. After the British occupation of Kandy in 1815, scribes dropped its common use. Modern Sinhala text uses Western digits.
Historical and technical: this numeral fits discussion or transcription of older Sinhala number writing.

1Why does 𑇧 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
