What ෪ means
It is the Sinhala Lith digit for four. Lith numerals form a decimal set, so a digit's position in a longer number gives it place value.
Sinhala writing uses a script descended from Brahmi, an ancient writing system; early Sinhala rock inscriptions preserve Brahmi-like numeral forms. Lith Illakkam was used in astrology, calendar notation, and palm-leaf manuscripts through the twentieth century. Sinhala Illakkam, Katapayadiya, and Swara page numbering are other Sinhala numeral traditions, not alternate names for this decimal set.
