What ݊ means
It is a cross mark used in Syriac worship writing.
The 1998 proposal to encode Syriac in Unicode describes the barrekh as a diacritic cross in East and West Syriac liturgical texts and illustrates it from a 1991 Syrian Orthodox liturgy book. The proposal identifies its setting, not a more specific reading.
As a combining mark, it attaches to another character; alone, it may look misplaced.
Liturgical and specialist: its documented setting is Syriac church writing.
It is an attached diacritic, not a standalone cross.

1Why does Syriac Barrekh look odd alone?
Because it has no character to attach to. A font may place an isolated combining mark awkwardly or show little of it; a dotted circle sometimes displayed with marks is only a placeholder, not part of ݊.
