What ܹ means
It marks the East Syriac e vowel on the preceding letter. Syriac points first distinguished words written alike. The first dated Syriac manuscript with diacritical points is from 411 CE; basic word distinctions appear by ca. 600 CE. An oblique pair below the line marking e appears in eighth-century manuscripts.
East Syriac names it zlama qashya; West Syriac uses rbasa for a comparable e range. The vowel systems are related, but not interchangeable.
