What ܿ means
It marks the long o vowel in East Syriac. Syriac Rwaha with waw is written ܘܿ; read the dot with its letter.
East Syriac marks vowels with dots; West Syriac usually uses Greek-derived signs. Hebrew scripture has a related vowel-marking system, called the Masoretic system.
These points guide pronunciation and distinguish biblical readings. One account dates East Syriac dotted vocalization to the 5th century CE; a later study places one-to-one vowel signs by the 8th century CE.

1Why does ܿ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
