What ᪃ means
The writing context determines which set appears. ᪃ is the Hora form for general counting and secular records; ᪓ is the Tham three used in religious writing.
Tai Tham developed from a writing tradition related to the Mon script. It was used in Buddhist palm-leaf manuscripts, chronicles and technical works across Northern Thailand, Laos, Shan areas and Yunnan. Numerals in the Tai Lue script, another Tai writing system, were adapted from Hora.
Typing may require a complex Tai Tham keyboard layout, and font conflicts can hide the glyph. If the Tai Tham digit appears as a box, the viewing font lacks support; the character remains ᪃.

1Why does ᪃ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
