What 𘡲 means
No. It is a structural part used to analyze Tangut characters.
Tangut characters are built from components. Scholars use their parts and stroke order to describe and index characters in dictionaries. Tangut component systems differ: Unicode brings together entries from Tangut dictionaries and other publications in Chinese, Japanese, Russian, and English.
Why was the Tangut script created?
It served Western Xia's state-building and Buddhist canon work.
In 1036, Emperor Li Yuanhao ordered the script as part of Western Xia's state-building. It wrote Tangut, a Tibeto-Burman language, and marked a distinct identity from the Song dynasty in China. Scholars think a Tangut Buddhist canon—a collection of scriptures—was a main motive.
After Western Xia fell to Mongol forces, Tangut writing continued during the Yuan and Ming dynasties, then became obsolete by the end of the Ming. The characters resemble Chinese ones but belong to a separate script.

Questions people ask
1Why does 𘡲 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
