What 𘦲 means
It is a reference piece used within Tangut characters. Tangut components help scholars index characters and describe their structure in ideographic description sequences (IDS), written formulas showing how pieces fit together. 𘦲 is not a complete word.
The Tangut script was created under Western Xia in the eleventh century, in a region with Chinese and Khitan writing traditions. It served government records and Buddhist translations. An official document from 1072 is its earliest transmitted example; a 1502 inscription shows use after the state fell.
