What 𗁲 means

A Tangut rhyme dictionary from the 12th century includes it. A rhyme dictionary groups characters by shared syllables; this shows 𗁲 was in use by then, not when it was created.

Why does 𗁲 show as a box on some devices?

Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
