What 𗂣 means
The Sea of Writings, a Tangut rhyme dictionary, includes it.
The dictionary groups entries by rhyming sounds and is dated to 1124–31. The script was introduced in 1036 for Western Xia’s official and religious writing, including Buddhist translations. Tangut writing continued after the state fell; the latest known inscription dates to 1502.

1Questions people ask
1Why does 𗂣 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
