What 𗂥 means
No. It belongs to Tangut writing. Tangut script was created under Western Xia ruler Li Yuanhao about 1036 for state-building; a Tangut Buddhist canon was likely another goal. Tanguts followed Khitan neighbors, whose scripts came about a century earlier. Chinese writing inspired Tangut's design, but it did not derive from Chinese characters.
Surviving Tangut texts include Buddhist, official, private and secular writing. A Khara-Khoto manuscript, probably from the 12th or early 13th century, preserves a Chinese work translated into Tangut. The script lasted through the Yuan and Ming, becoming obsolete by the end of the Ming. Historical shapes can share one Unicode character when a source does not use them to distinguish characters.

1Why does 𗂥 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
