What 𗃨 means
It means “to change irregularly.” Li Fanwen’s Tangut dictionary records this verb gloss; it is narrower than “change” in general.
Tangut writing was established by imperial decree around 1036 for a non-Chinese language in the Tibeto-Burman family, a group of related languages. The Xixia state used it officially and commissioned translations of Buddhist and Chinese texts. Tangut rhyme dictionaries from the 12th century—reference books that organize syllables by sound—preserve the written tradition. Chinese influence shaped Tangut forms, but 𗃨 belongs to Tangut.
Historical and specialist; use it in Tangut text, not as a generic change mark.
Its dictionary meaning is specific; it is not a general-purpose mark for change.

1Why does 𗃨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
