What 𗃳 means
It is a Tangut spelling of the verb “observe,” also written 𗴪.
Lexical references list it as a variant of 𗴪 for the same word. In a message, its documented reading is “observe”; the surrounding text supplies any extra meaning.
Why was Tangut script created?
The Western Xia state created it to write the Tangut language.
The state also promoted the script as part of Tangut political and cultural identity. The earliest transmitted Tangut document is an official record dated 1072.
An inscription erected in 1502 shows the script remained in use after Western Xia fell to Mongol conquest. Scholars compare Tangut with Khitan and Jurchen, two other character-based script traditions associated with medieval states; Chinese writing also influenced Tangut.
How do I type 𗃳?
Use a Tangut phonetic input scheme and a font with Tangut coverage.
Rime users can install Xunpin, a Tangut phonetic input scheme based on Gong Xun’s Latin-letter reconstruction. Its spellings follow that reconstruction; other scholarly reconstruction systems may spell the same reading differently.
Input and display are separate. Tangut N4694 supports Tangut glyphs, while a font without Tangut coverage can leave this character as an empty box.

Questions people ask
1Why does 𗃳 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
