What 𗄎 means
It describes a quality: strength, good health, or courage.
The 12th-century Tongyin, a dictionary that groups characters by pronunciation, records 𗄎 with those senses; context decides which English adjective fits.
A state script that outlived its state
Tangut was the language of Western Xia. Ruler Li Yuanhao introduced its writing in 1036 to support Buddhist translation and distinguish the state from Song China.
Chinese writing provided visual models; Khitan, a neighboring people with their own state scripts, may have influenced Tangut too, but scholars debate how directly. Buddhist Tangut texts continued after Western Xia fell in 1227.
Historical Tangut vocabulary, not a casual chat reaction.

fsymbols draws rare signs with its own fonts, so they show here even where your device has none. An app or website without such a font shows an empty box (□) or a question mark instead. Turn our fonts off to see each sign as your device draws it by itself: a box here means a box in your chats and documents too.
