What 𗆚 means
It is a Tangut verb with the gloss “to shake.”
The dictionaries Wenhai (“Sea of Writing”) and Tongyin (“Homophones”) attest it in the 12th century.
Tangut was a state script with a long afterlife
Tangut script was created under Western Xia ruler Li Yuanhao around 1036 for state-building and Buddhist scripture; it also carried official and secular writing.
Chinese and neighboring Khitan writing traditions influenced Tangut, a separate script. It continued after Western Xia and became obsolete by the Ming dynasty’s end.
