What 𗇺 means
It names wrongdoing. Reference works gloss it as fault, offence, sin, or crime. It appears in Homophones, a Tangut reference book from the 12th century; Li Fanwen's 2008 dictionary lists it as entry 1044.
Why was Tangut writing created?
It helped build the Western Xia state. Li Yuanhao ordered Tangut in 1036 to distinguish Western Xia from Song China; a Buddhist canon was a likely goal. Neighboring Khitans had made two scripts a century earlier. Tangut echoed Chinese design but did not derive from it. A manuscript of secular Chinese writing found at the ruins of Khara-khoto probably dates to the 12th or early 13th century.
Historical and specialized.
Alone, it may sound accusatory: its glosses concern wrongdoing.

1Why does 𗇺 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
