What 𗈹 means
It means “to inspect” in Tangut.
Created under Western Xia’s first emperor around 1036 CE, the script wrote Tangut. Its earliest surviving texts, from the late twelfth and thirteenth centuries, are mostly Buddhist. After Western Xia fell, Tangut writing persisted under Yuan and Ming rule, becoming obsolete by the end of Ming. Later works include Confucian, military, encyclopedic, and literary texts.

It resembles Chinese writing, but Tangut is a separate historical script.
