What 𗉝 means
It means “grass” in Tangut. The phrase 𘎷𗉝 is recorded as “grass wick.”
Tangut tax records list grass as forage or hay owed in kind: goods rather than money. The wider script was created in 1036 under Emperor Li Yuanhao to strengthen the state and write Buddhist scriptures. Khara-Khoto manuscripts, probably from the 12th or early 13th century, preserve Buddhist and secular Tangut texts.

1Why does 𗉝 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
