What 𗋗 means
Li Fanwen’s 2008 Tangut dictionary glosses it as “exhaustion.”
Why does 𗋗 look Chinese?
Tangut writing drew on Chinese models but recorded another language.
Western Xia, the Tangut kingdom, commissioned the Tangut script in 1036 for government and Buddhist scripture. It represented Tangut, a language distinct from Chinese. A manuscript from Khara-Khoto in the Gobi Desert probably dates to the 12th or early 13th century. Tangut writing continued into the Yuan and Ming periods; the latest known inscription is dated 1502. It was rediscovered in the late 19th century and became a subject of modern scholarship.

1Why does 𗋗 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
