What 𗌕 means
A Tangut dictionary glosses it as “a surname.”
Is 𗌕 Chinese? No. Its Chinese-like shape does not give it a Mandarin reading: it belongs to Tangut, a distinct medieval script. Khitan and Jurchen are neighboring script traditions, not alternate readings of this character.
Tangut was created around 1036 for the Western Xia state. An early surviving official document in the script was sent to a military official in 1072. Tangut served administration and translation, and remained in use during the Yuan and Ming periods.
