What 𗎦 means
It is glossed as “stutter” in Tangut.
Scholars reconstruct its reading as *kha²: roughly “ka” with a puff of air after k, followed by an a like the vowel in “father.” In this notation, kh marks that breath, and ² marks the second tone category.
The 12th-century Tangut sound dictionary Homophones records it; the book grouped Tangut words by their readings.
Why does 𗎦 resemble Chinese writing?
It belongs to the separate Tangut script.
Around 1036, the Tangut script was devised for the Tangut language of the Western Xia (Xixia) state. Its character forms resemble Chinese writing, but 𗎦 is Tangut, not a Chinese character or variant.
Scholarly and archival; outside a Tangut text, it is best read as historical writing.

Questions people ask
1Will 𗎦 display in every font?
No. The font used by the app or its fallback needs Tangut coverage; without it, a missing-glyph placeholder may appear. Fonts with coverage can draw the character differently.
