What 𗑆 means
It means to stare at someone with an angry look. Li Fanwen’s index transcribes its reconstructed Tangut reading as djir.
An imperial order created Tangut writing in 1036 for the Western Xia, a medieval state. The court used it to establish a distinct identity from Song China and produce Buddhist books, including a canon—a collection of scriptures. Tangut design drew on Chinese writing principles and a neighboring Khitan script tradition, but its characters form a separate writing system. Manuscripts found at Khara-Khoto preserve Buddhist and translated works dated to the 12th or early 13th century.
Historical and specialist; it reads as Tangut text, not a casual reaction.
It is a Tangut text character, not an emoji.

Questions people ask
1Why does 𗑆 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
