What 𗑈 means
It is a Tangut character whose dictionary gloss is “equal.”
Li Fanwen’s Tangut dictionary gives the reconstructed reading ləj and the gloss “equal.” That translates a Tangut word; it does not make 𗑈 a modern mathematical equals sign.
Why does 𗑈 look like Chinese writing?
Tangut is a separate script influenced by Chinese and Khitan writing.
The script was promulgated around 1036 for the Western Xia state and used beside Chinese writing in government. Texts in it include Buddhist translations, legal, Confucian, military, and literary works. Use continued after the dynasty; the latest known inscription is dated 1502.
Historical and scholarly in tone.
Do not use it for unless the Tangut context is intentional.

Questions people ask
1Why does 𗑈 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
