Why was Tangut writing created?
Western Xia commissioned it for administration and religious translation.
Ruler Li Yuanhao ordered the script in 1036. One survey identifies a military document dated 1072 as the earliest transmitted example.
Tangut texts include Buddhist translations, Chinese classics, and secular works. Chinese writing influenced the script, which developed alongside the Khitan and Jurchen state scripts. Use continued after Western Xia fell in 1227; a 1502 inscription shows later use.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
