What 𗓡 means
It means “to store” in Tangut. A Tangut–Chinese dictionary records it as a verb. The character belongs to Tangut writing, a separate script for the Tangut language; it is not Chinese writing.
When was Tangut writing created?
Tangut writing was created around 1036 CE. The first emperor of Western Xia, a Tangut state, established it for government and culture. The earliest securely dated Tangut document dates to 1069 or 1070 CE. After the Mongols conquered Western Xia, the script continued under the Yuan and Ming and became obsolete by the end of the Ming.
