What 𗓢 means
It means “cicada” in Tangut.
The Unicode name “Tangut Ideograph-174E2” is a code-point label, not a translation.
Why does Tangut writing look Chinese?
It is a separate script influenced by Chinese writing.
The script took shape around 1036 under Western Xia’s first emperor to write the Tangut language in what is now northwestern China. It appears in official, private, and religious texts. It remained in use through the Yuan and Ming dynasties after Western Xia fell to the Mongols, becoming obsolete by the Ming dynasty’s end.
