What 𗕷 means

It means “flat” in Tangut.

The script was created in 1036 for Western Xia’s official and cultural work, including Buddhist translations and law codes. The state fell in 1227, but Tangut writing remained in use into 1502. 𗕷 appears in Tangut texts and, as a Unicode character, in scholarship and typography.

Historical and specialist; its meaning depends on Tangut context.

Its components describe written form, not separate words.

Why does 𗕷 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
