What 𗕾 means
𗕾𗄐 is an attested Tangut transcription of the Sanskrit number koṭi. Tangut is a writing system distinct from Chinese.
In 𗕾𗄐, 𗕾 is the first transliteration component. Tangut writing was brought into use in 1036 under Western Xia ruler Li Yuanhao to build the state, distinguish Tangut identity from Song China, and compile a Buddhist canon, a collection of Buddhist scriptures. Manuscripts from the ruins of Khara-khoto, dated to the 12th or early 13th century, show Tangut texts also included Chinese translations and other works.

1Why does 𗕾 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
