What 𗖎 means
It is the Tangut verb “to judge.”
Tangut was the language of the Western Xia state, written in its own script. This character names an action, not a judge or verdict.
Why does Tangut look like Chinese?
Both scripts use compact, square-shaped characters.
Western Xia commissioned the Tangut script around 1036 for its language; surviving texts include government records, Buddhist works, and private writing. After Western Xia fell, the script survived before becoming obsolete.

1Why does 𗖎 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
